At PTTEP, safety is one of our business principles under the aspiration to achieve zero accidents (Target Zero). A proactive safety culture has been instilled and emphasis is placed on personal safety of all workforce and process safety of our facilities. The Company implements the Safety, Security, Health and Environment (SSHE) Management System that is in line with our SSHE policy and complies with international standards and industries best practices, to ensure that everyone working with the Company returns home safely and that accidents are prevented to avoid causing impacts on stakeholders and the environment.

Safety, Security, Health and Environment Policy (SSHE)

SSHE is a core value for PTTEP. Adherence to SSHE standards is required to ensure the safety and health of everyone involved in our operations and communities where we operate, environmental protection and the security of our people and assets. A lifecycle SSHE management approach is required. A generative SSHE culture will help to achieve our vision of being incident free with the key objective of sustainable development.

PTTEP shall:

  • Work to achieve and sustain a generative SSHE culture driven by accountable leadership and involvement of all employees and contractors. Fundamentally SSHE performance is a line management
  • Set measurable SSHE objectives, key performance indicators and targets that are used for continuous improvement for top quartile performance.
  • Recognize compliance obligations with all applicable SSHE laws wherever we operate or the requirements of the PTTEP SSHE management system, whichever is the most stringent.
  • Manage personal and process safety risks by identifying, analyzing, evaluating and treating them using the As Low As Reasonably Practical principle (ALARP).
  • Work with contractors and suppliers to achieve PTTEP's SSHE requirements.
  • Continuously reinforce employees and contractors right to use of the Stop Work Authority (SWA).
  • Apply Management of Change principles to administrative, organizational and engineering changes to ensure risks remain As Low As Reasonably Practical (ALARP).
  • Improve SSHE performance by investigating and learning from incidents and implementing audits and reviews.
  • Plan and prepare for emergencies and crises by providing resources, training and holding regular drills and exercises.
  • Promote employee and contractor's health as part of an effective health management system.
  • Apply a drugs and alcohol free workplace program to all employees and contractors. The use or possession of drugs and alcohol while working or driving are strictly prohibited.
  • Reduce greenhouse gas emissions aligned with the pathway to a low carbon future.

The successful implementation of SSHE policy requires total commitment from PTTEP employees and contractors at all levels. Aspiring to be a leading energy partner, PTTEP sets a goal to be a zero-accident organization that boasts excellent SSHE performance.

Safety, Security, Health and Environment Management System (SSHE)

PTTEP's SSHE Management System (SSHE MS) is an integration of the Company's safety, security, health, and environmental policies, vision, and corporate strategy, to mitigates risks induced by the Company's internal operations. The focus is on ensuring a safe work environment and prevention of work-related accidents and injuries as well as environmental impacts. The SSHE MS is also aligned with the International Association of Oil & Gas Producers (IOGP)'s guidelines as well as international standards like ISO 14001:2015 Environmental management System and ISO 45001:2018 Occupational Health and Safety Management System.

PTTEP's SSHE MS comprises of seven elements.

The Company has put in place the annual SSHE internal audit plan, to regularly monitor SSHE MS implementation. In 2020, 40 SSHE audits were carried out at the corporate level covering 100% of our exploration and production activities. External audits and certifications were also conducted in accordance with applicable international standards such as ISO 14001:2015 and ISO 45001:2018. Extent of such external audits cover 85.3% of our operations and include the following:

SSHE Culture Management

SSHE Culture development is a key in improving the SSHE performance of an organization. Since 2011, PTTEP has adopted a SSHE Culture improvement model based on the Safety Culture Maturity Model from IOGP (International Oil & Gas Producers Association) which identified five levels of SSHE Culture from Pathological, Reactive, Calculative, Proactive to Generative.

In the first survey on SSHE culture in 2011, PTTEP's SSHE Culture Maturity level was at 3.31 (Calculative level). Based on the survey results, the SSHE Culture Improvement Plan was developed and implemented for a survey every three years. Continuous improvement could be demonstrated from the results of the survey in 2017, in which the SSHE Culture Maturity Level for PTTEP reached 4.16 (Proactive level) from the highest at 5.

In 2020, another survey was conducted. The results show the SSHE Culture Maturity level increased to 4.36. The maturity level of top management to employees was relatively close, demonstrating that all levels of PTTEP personnel give importance to and understand SSHE operations equally and throughout the Company. The Company set a 3-year plan (2021-2023 SSHE Culture Improvement Plan) to further strengthen the SSHE Culture of the Company. Continuous monitoring will be periodically conducted in order to ensure improvement in SSHE Culture maturity level in all operating areas and achievement of the goal to become a zero-incident organization (Target Zero). The next survey is scheduled for 2023.

Additional, in 2020, PTTEP coordinated with contractors to initiate the survey on their SSHE Culture Maturity level survey, to engage contractors in the organization's efforts in improving the SSHE culture.

Embedding SSHE Culture

A culture of safety is firmly embedded in all PTTEP operations, which contributes to improving our safety performance toward achieving the goal of being a Target Zero organization. Although accidents and incidents still occurred, the company remains fully committed to strengthening the safety culture, focusing on the safety of personnel and SSHE leadership. The emphasis is placed on personnel safety, SSHE leadership and the development of tools that support the PTTEP SSHE Leadership Program. The program was extended to cover frontline supervisors, who are the employees of PTTEP and contractors, in the previous year through training programs.

As a robust safety culture begins with competent operators, the Company thus identifies training needs on SSHE for employees and contractors to provide them with basic knowledge and skills necessary for their assignments in accordance with Company's SSHE Training and Competency Standard. Besides, the Company has continued to improve tools that promote safety culture, such as an electronic Safety Observation & Communication Card (SOC) and/or Hazard Reporting Card (HRC). These tools primarily focus on care in workplace safety and increase the observation and detection of unsafe behaviors and unsafe working conditions, with the aim of eliminating and/or reducing risks. PTTEP empowers all its employees and contractors to "Stop Work" when unsafe conditions or behavior is detected.

Emergency and Crisis Management

PTTEP recognizes that the petroleum exploration and production business requires high standards of safety. As such, PTTEP developed Emergency and Crisis Management Plans under the framework of the SSHE MS. The plans clearly outline a systematic structure to ensure the Company's readiness for emergency and crisis situations, giving priority to the protection of human lives, the environment, properties, and PTTEP's reputation. Joint exercises between the assets teams and corporate level personnel based on the Emergency and Crisis Management Plans are conducted on a regular basis. Results and feedback from these exercises are communicated to those responsible at the assets and corporate levels. They are used to improve the plans as well as to continuously enhance the competency of responsible personnel to effectively manage all forms of crisis situations.

Personal Safety

PTTEP believes accidents are preventable, to attain "Target Zero". This conviction is communicated repetitively from top management to all employees and contractors. Therefore, PTTEP emphasizes promoting safety culture in every stage of the work process. The Company's SSHE policy and management system were designed to meet relevant international standards, to manage work-related risks and ensure that everyone working with PTTEP returns home safely.

In 2020, the Total Recordable Injury Rate – TRIR of employee and contractor trends continued to decrease. However, the Lost Time Injury Frequency – LTIF was increased compared with 2019 from the new operating assets PTTEP acquired in 2019. Following these incidents, the company strengthened our safety oversight of these assets by accelerating the closing of SSHE improvement gaps, communicating closely and enforcing strict measures to prevent the reoccurrence of such incidents. The results of incidents investigation showed that the main root causes were related to human factor, risk assessment and inadequate supervision onsite including improper communication on hazards and risks to workers. PTTEP put more focus on human factor and still maintains high safety standard and provides action plans by emphasizing on the safety leadership of the frontline supervisors to manage and communicate hazards and risks at site and promoting workforce's SSHE knowledge and competency.

Transportation Safety

PTTEP has set safety targets for Motor Vehicle Incidents and Marine Vessel Incidents. Awareness on transportation accident prevention is promoted for all PTTEP transportation activities, including the Company's and contractors' vehicles and vessels, to ensure all operators will not face accidents and work safely. In 2020, there is an improving trend in our performance compared to the previous year. (Details on the number of transportation accidents are shown in Health and Safety Performance Data.)

Contractor Safety

PTTEP has continuously improved SSHE Contractor Management to ensure that all suppliers and contractors can work and return home safely. The Company had established a long history of the annual SSHE Contractor Forum that brings together suppliers and contractors to demonstrate PTTEP's strong commitment to improving Safety, Security, Health and Environment and in achieving Target Zero.

However, due to the COVID-19 pandemic in 2020, PTTEP could not organize the Forum. Instead, the Company opted to arrange smaller meeting groups organized by the units directly dealing with contractors. In addition to being able to effectively enforce public health measures, the small meetings promote leadership in safety and contain tailored content for each target group of contractors. In addition, we continued to recognize and award contractors with good safety performance by maintaining our CEO's SSHE Performance Excellence Award recognition program.

PTTEP also work closely with high risk activity contractors. The Company conducted audit to contractors and verified contract's SSHE Management to improve their performance and also extend Company's SSHE Culture to contractor's staff.

PTTEP also provides guidance on health risk assessment to our contractors, to ensure that their occupational health risk assessment is on par with PTTEP's. The results are communicated to relevant parties and support the formulation of a risk mitigation plan to lower risks to an acceptable level. Such will improve our employees and contractors' health. The health risk factors which were considered include physical, biological, chemical, ergonomic and psychological hazards.

Process Safetyclose | open

PTTEP's mission involves the supply of oil and gas to meet the country's energy demand. In the production process, oil and gas leaks can cause serious accidents that endanger lives, the environment and assets. Recognizing this potential, PTTEP integrates Process Safety Management into the SSHE Management System (SSHE MS) to prevent and mitigate Major Accident Events in our operations. The Process Safety Management system is based on the Energy Institute's guidelines which are in line with international manufacturing Process Safety Management requirements. It is based on the following four principles:

  • Commitment to prevention of Major Accident Events and Process Safety;
  • Understanding process hazards and risks;
  • Management of process hazard risks to As Low As Reasonably Practicable (ALARP) throughout the asset development lifecycle; and
  • Learning and improving from experience.

These principles have been implemented by all relevant units across the organizations, to ensure the safety of all production and drilling equipment in all fronts, namely:

  • Design Integrity – to rigorously review MAE risks and build facility commensurate with the risk using recognized industry standards and best practices;
  • Maintenance Integrity – to maintain the built-in integrity throughout the asset's operating life;
  • Operating Integrity – to operate with discipline, within the defined integrity envelope; and
  • Well Integrity – to ensure Design, Maintenance and Operating integrity of our wells.

The integrity in the four fronts is identified as "barriers" to prevent and minimize hazards and their consequences. PTTEP regularly provides standard reporting and inspection and stresses that the responsibility for process safety lies in individuals according to the "My Barrier" program. Changes on these barriers are managed through suitable Management of Change (MOC) processes to ensure additional risks are properly managed. Furthermore, PTTEP reported and analyzed leakage-related accident statistics from the production process in order to identify the causes and plan preventive measures. In 2020, PTTEP focused on improving the following processes:

  • Examine construction quality and qualification of contractors working on crucial tasks such as welding
  • Design and select construction materials suitable to the characteristics of petroleum and contaminants in each area
  • Improve and explore inspection methods for equipment and production systems
  • Integrate and improve safety work processes of recently acquired production sites

PTTEP has performed Security Risk Analysis and Assessment in our operation control, which identify risks and assist in a prevention system and appropriate risk mitigation. In addition, we monitor security-related situations for all our operating sites around the world in order to promptly apply corresponding security measures to manage such risk to our personnel, stakeholders and our assets.

Occupational Healthclose | open

To be an organization whose employees possess healthy mind and body, the PTTEP medical and occupational health team has developed an E-Health Book system. It is an electronic health database that allows employees to easily access individual health records via the Company's Intranet. The E-Health Book contains employees' annual medical checkups and health risks which helps the Company plan health promotion activities and medical checkup programs that are appropriate for each employee and the whole company. Furthermore, the team conducted Health Risk Assessments (HRAs), the results of which are used to further improve current medical checkup programs appropriate to the employee's designated work in order to prevent health problems that may arise in the future.

The primary role of PTTEP's medical and occupational health team is to provide medical and occupational health advice to all employees and contractors. The team is also responsible for developing and maintaining occupational health standards, procedures, and approaches that promote a healthy and hygienic workplace, such as the Wellness Test, Ergonomic Consultation Campaign, and an annual medical and occupational health knowledge session for employees and contractors. The COVID-19 pandemic affected not only the economy, but society, lifestyle and daily habits of all employees and contractors. As such, PTTEP has developed a plan to address the crisis in terms of operators' safety and occupational health, to ensure continuity of its business activities. PTTEP gives the utmost importance to occupational health and safety to workers and related persons. The following monitoring and preventive measures have been implemented to prevent the spread of the virus, in line with public health measures:

  • Head Office in Bangkok allows employees to alternately work from home and at office in order to reduce contacts and proximity during workplace activities.
  • In all operating areas onshore and offshore, safety measures are strictly enforced, such as isolation of workers travelling to the site, provision of information regarding health (health declaration), COVID-19 laboratory screening prior to entry to work areas, daily body temperature scanning and strict personal and workplace hygiene measures

PTTEP commits to operating business with social and environmental responsibility by adhering to the Safety, Security, Health and Environmental (SSHE) Policy, which integrates the commitment to environmental protection, regulatory compliance, and continuous improvement.
