Spill Management

Zero spill target is one of PTTEP’s “SSHE Target Zero”. To achieve this target, the company focuses at an effective incident management which a number of potential scenarios have been identified and prepared for immediate response. Spill is one of those scenarios which required spill preparedness and response. PTTEP follows the principles of the Incident Management and Command System, which helps to establish the spill management organizational structure and the response process, including documentation, equipment and resources, response techniques, internal and external communication etc.

PTTEP spill management plan follows the 3-tiered response system in accordance with the International Petroleum Industry Environmental Conservation Association (IPIECA) and International Association of Oil and Gas Producers (IOGP), with each tiered response activation based on the following:

  • Tier 1: Local spill; can be adequately handled by on-site resources and capability
  • Tier 2: Local and national spill; a spill beyond the capability of on-site resources, with cooperation from the in-country spill response organization
  • Tier 3: Global and international spill; require substantial additional response from the international spill response organizations

For an effective response and management, the routine exercises for both company and asset level and the capability assessment program are regularly conducted to assess our level of spill management capability as well as identify gaps for further improvement. PTTEP also collaborates with other national and international spill response organizations, i.e. government agencies, IESG, PIMMAG, OSRL, and etc. to ensure that any spill incidents from company activities will be immediately and appropriately responded. In addition, we voluntarily support IESG, as one of their member, to ensure the availability and readiness of spill response system in Thailand e.g. being a member in the relevant committee, participate in auditing the stockpile and their annual exercise, and others.
