Introduction

1. The Tariff is not meant to represent the full scope of PTTEPI Petroleum Development Support Base, Songkhla (PSB) intended services.

2. The Tariff is effectively 1st April 2006

3. The charges, rates, rules and regulations published in this Tariff shall apply equally to all users of the facilities owned and operated by PSB on and after the effective date of this Tariff or any supplements thereto.

4. All rates are expressed in Thai Baht.

5. The base will operate on a 24-hour 7 day a week basis with normal working hours from 0800 to 1700 hours from Monday to Friday and 0800 to 1200 on Saturday. However Office administrative staff shell work from 0800 to 1700 from Monday to Friday only. The rates published in the Tariff are for normal hours only and overtime charges will be application for all work outside these hours.

6. The use of PSB jetty and other facilities shall constitute a consent to the terms and conditions of this Tariff , and evidence an agreement on the parts of the vessels, their owners and agents, and other users of such facilities to pay all charges specified in this Tariff and be governed by all rules and regulations published herein.

7. Should there be any matter requiring clarification or interpretation of any Tariff item, PSB shall be the sole judge as to the application and interpretation of this Tariff.

8. PSB is not obligated to accept any cargo, either inbound or outbound, which is not compatible with the accepted objectives of the Base and the established assurances to the community. The refusal of any such cargo is discretionary of PSB.

9. PSB shall provide all equipment and labour for material handling at the Base. No outside equipment and or person shall operate in PSB without written consent from PSB. Approval shall be at the sole discretion of PSB.

10. Where credit facilities are made available to user, account in respect to such facilities shall be settled within a period of 30-day from date of invoice, provided the account does not exceed the credit facilities.

11. Where credit facilities are not available to user, account in respect of such facilities shall be settled in cash or covered by bank guarantee of the full amount prior utilization of the facilities.

12. PSB shall not be responsible for any damage to cargo being loaded, unloaded, handled, stored or otherwise present on its facilities or loss of any cargo or for any delay to the same however caused.

13. PSB shall not be responsible for any personal injuries or death resulting from any cause whatsoever on its properties or facilities.

14. PSB shall have the authority to implement changes to this Schedule of Rates at any time without prior notice.


Definition

101 “PSB” means PTTEPI Petroleum Development Support Base, Songkhla.

102 “Employee” means PTTEPI Petroleum Development Support Base, Songkhla employee

103 “Per day” means per calendar day.

104 “Month” means calendar month starting from 1st of the month until the end of each month.

105 “Per year” or “per annum” means a period of 12 months beginning from 1st January in any year.

106 “Vessel” means any sea going craft including barge.

107 “GT” means gross tonnage of vessel or barge which has been calculated in accordance with the International Convention on Tonnage Measurement of Ships, 1969

108 “Tonne” means one (1) metric tonne or 1,000 kilograms or one (1) cubic metre.

109 “LOA” is the overall length of the vessel as shown in Lloyd’s Register of Shipping or ship registry.

110 “Base Premises” means any place owned, managed or occupied by the PSB.

111 “Operating Area” means PTTEPI Petroleum Development Supply Base, Songkhla at Songkhla.

112 “Goods” shall be used interchangeably with “cargo” and shall include livestock, minerals and ware and merchandise of every description.

113 “Vehicle” means any cart, carriage, lorry, passenger vehicle or other wheel conveyance used for the transportation by road of persons or things.

114 “Handling” means the service of physically moving cargo between point of rest and any place of PSB facility.

115 “Dangerous Cargo” includes hazardous materials, explosives, radioactive materials, etc as stipulated in the International Maritime Dangerous Good Code and any other as specified by PSB from time to time.

116 “Per Shift” means per period of 8 hours as specified in the working hours.

117 “Part Thereof” means any fraction of hour.

118 “Passenger” means any person other than the vessel crew boarding or disembarking at the Base

119 “Base” means PTTEPI Petroleum Development Support Base, Songkhla.


Port Services

1 Dockage
Dockage shall be based on the overall length (LOA) of the vessel as shown in Lloyd’s Register of Shipping or ship registry.

2 Wharfage
Wharfage dues at the jetty shall be charged per weight tonne of cargo loaded onto or discharged from vessel as follows:
