Q. Can I use your
jetty for any type of operation?
A. Generally, we do
not encourage the use of PSB Jetty for operations other than those related to
oil and gas activities. However, we may allow other operations on a case
by case basis from time to time.
Q. Is pilotage
compulsory?
A.
Yes, but a vessel may request for exemption.
Q. Can I use my own or hired material
handling equipment for operations at your jetty?
A.
No, except under certain circumstances. Written authorization
is required from PSB Management. The user is to provide a letter of indemnity
to PSB.
Q. Is there any documentation or
certification required if authorization is granted?
A.
You will need to submit your request in writing at least 24 hours
prior to use, and also attach the following material handling certificates and
operators’ data:
1. Equipment certificate;
2. Valid test
certificate;
3. Operator’s valid
license.
4. Any other
documentation as required by Thai laws
Q. Can vessels use their own crane for
operations at PSB Jetty?
A. No, except under
certain circumstances. Written authorization and a letter of indemnity
are needed.
Q. Can I used my own or hired
stevedoring gang to work on your jetty?
A. No, except under
certain circumstances. Written authorization and letter of indemnity are
needed.
Q. How much advance
notice should I give prior to use of the jetty?
A. Preferably, advance
notice should be given as early as possible to ensure berth availability.
However, vessel may request a berth at any time and entry is subject to
availability at time of request.
Q. Can a vessel call at PSB jetty at
short notice?
A. The agent for a
vessel requesting a berth at PSB should give as much advance notice and
estimated time of berthing as possible. The application to PSB Operations
Centre for a berth should be made in writing and in the prescribed manner. The
agent needs to specify the name of the vessel, its size, the date and estimated
time of arrival, the date and estimated time of departure as well as the nature
and quantity of the cargo, if any, to be loaded or discharged.
PSB Jetty cannot always accommodate requests for berths made at short notice.
Q. Is there a maximum time limit
vessel can remain alongside your jetty?
A.
Vessels are assigned a berth based on their requirements and length
of stay. Vessel may be moved to another berth if the vessel needs to stay
longer than the period originally scheduled.
If a vessel does not
berth at the preferred berth within 2 hours of the scheduled ETA, PSB may
reassign the vessel to another berth, if the preferred berth has to be assigned
to another applicant.
PSB reserved the right
to assign berths for the optimal utilization of PSB Jetty space.
Q. Can I request a particular berth?
A. Vessels are
assigned a berth based on their requirements and length of stay.
Vessel can request a
particular berth. However, if vessel which has been assigned a preferred
berth and is unable to adhere to her established arrival scheduled and this
conflicts with berth assignments previously made, the original vessel may be
assigned an alternative berth or may have to wait for the preferred berth to
become vacant again.
PSB reserved the right
to assign berths for the optimal utilization of PSB Jetty space.
Q. Can I apply for
credit facilities?
A.
Yes. These will be subject to PTTEPI management approval.
Q. Can I use your
jetty if I do not have credit facilities with your company?
A. Yes, but you may be
required to pay an estimated amount as deposit and to fully pay up any excess
after the operation and prior to vessel’s departure.
Q. What is the maximum vessel draft
permitted to berth at PSB jetty?
A. Maximum draft
permitted is 6.5 metres. Channel is dredged to -8 metres below Chart
Datum with isolated high spots of 7.0 metres.
Q. Can I use PSB as an agent for
importing goods into Thailand?
A. Yes. The
charge is cost plus 15% of total cost incurred.
Q Can I berth a work barge or any oil
& gas related vessel at your jetty?
A. Yes, subject to
maximum LOA of 120 metres, moulded breadth of 40 metres and maximum draft of
6.5 metres. Pilotage and assisting tugs are required.
Q. Can I negotiate the rates published
in your Tariff?
A. No. The charges and
rates published in the Tariff apply equally to all users.
Q. Can I discharge any type of cargo
at PSB jetty?
A. No. PSB is not
obliged to accept any cargo, either inbound or outbound, which is not
compatible with the accepted objectives of the Base and the established
assurances to the surrounding community. Please check if you are unsure.
Q. Can I make payment in currency
other than Thai Baht?
A. Yes. However,
only certain currencies are acceptable. The exchange rates used shall be
an average of the last 30 day period.
Q. Are there any items or goods which
are prohibited for entry by crew or passengers?
A.
Yes. Firearms, weapons, intoxicating alcohols, illegal and
controlled drugs, dangerous and hazardous substances, endangered animals,
lighters and matches, uncooked food products, contraband and any items/products
deemed dangerous or hazardous by PSB.
Q. Are the crew or passengers allowed
to use PSB Jetty as an embarkation and disembarkation point?
A.
Yes, provided prior arrangement has been made and that crew or
passengers are not illegal aliens.
Q. Can a vessel carry out repairs
and/or maintenance work alongside the jetty?
A. Repairs and/or
maintenance work on the vessels are allowed if such repairs would not
immobilize the vessel for any period of time.
Master of Vessel shall
ensure that the vessel is at all times ready to sail on being instructed to do
so by PSB. This is a requirement of our Emergency Evacuation Procedure. PSB is
authorized to move any vessel at owner's or agent’s risk and expense, in order
to enforce this instruction.
Q. Can a vessel carry out hot work
whilst alongside PSB jetty?
A. Yes. The Master of
Vessel must apply for a Hot Work Permit and must attach the company's own work
permit and procedure. The vessel is responsible for its own safety whilst
carrying out the hot work. PSB Safety personnel reserve the right to
check on the vessel and stop the work if correct safety procedures are not
being followed.
Q. Do we need to apply for a permit to
carry out hot work onboard the vessel whilst alongside the jetty?
A. Vessels, their
owners or agents, and all other users are to ensure that the following
operations are not carried out at PSB Jetty or support facilities without valid
hot Work Permits issued by PSB Safety Department:
Q. Does PSB jetty operate 24-hours a
day?
A. The jetty operation
staff works in shifts. The Jetty Officers are provided with cellular phones and
are contactable round the clock. Contact numbers can be found at the

Q. Is there sufficient lighting for
night operations to be carried out at PSB
jetty?
A. Yes. The
jetty is fitted with 4 high mast lights.
Q. Are operations at PSB affected by
the weather i.e. during NE monsoon?
A. No. PSB Jetty
is protected by a man-made breakwater and operations can be carried out
throughout the year. The wind is generally north easterly and maximum wave
height is 0.5 metres, with maximum current strength at 2 knots.
Q. Are diving operations for general
inspection of vessel’s hull, propellers etc. permitted whilst vessel is
alongside PSB jetty?
A. Yes, provided these
are carried out by certified divers and that PSB procedures are complied
with. A Work Permit is required from PSB prior to commencement.
Q. Does PSB jetty have ISPS Code
compliance?
A. Yes.
Q. Does PSB jetty have bunkering
facilities and if so, what type of bunker?
A. No. Bunkering
is provided at PTT Oil Terminal which is only 500 metres from PSB jetty.

Q. In a major national or local power
failure, does PSB have back-up or an alternative power supply?
A. Yes. PSB is
equipped with 2 X 500 KVA generators. See section on Base Facilities of
this website.
Q. Is fresh water available at PSB and
is there a limit a vessel can take on fresh water?
A. PSB has a 3 million
litres fresh water tank with its own pumping facility. Water is provided
from the government water department.
There is no limit to
the amount of fresh water the vessel can take on board, unless national water
restrictions are in force.
Q. Does PSB jetty have the
infrastructure for oil containment as required under Thai Environmental Law?
A. Yes. See the
section on Base Facilities of this website.
Q. Is it safe for a vessel to berth at
PSB Jetty during the night or in conditions of poor visibility?
A. Yes. The
entrance and passage to PSB Jetty is clearly marked by lighted navigation
buoys. PSB jetty is also well lighted during the night and when
visibility is poor.

Q. How can I contact PSB after
official working hours?
A. PSB Operations

Q. Does PSB work on Saturday, Sunday
or Public Holidays?
A. PSB Jetty operates
on 24-hour shifts daily throughout the year. The office and
administrative staff, however, work from Monday to Friday, 0800 to 1700 hours.
The administration staff will also observe all major Thai Public Holidays.
Q. Can vessel load bunker (MGO) using
road tankers whilst alongside PSB jetty?
A. No. This practice
is strictly prohibited. Bunker (MGO) is available at PTT Oil Terminal,
which is only 500 metres from PSB jetty.
Q. In the event of an oil spillage
during bunkering, does PSB have the facility to contain the spillage?
A. Yes. See the
section on Base Facilities of this website.
Q. Will a vessel having difficulty
maneuvering be allowed to berth at PSB Jetty?
A. Yes, provided she
is assisted by tug boat(s).
Q. Are tug boats available to assist
vessels with maneuvering difficulties to berth at PSB Jetty?
A. Yes. Songkhla
Port Authority has 2 tug boats which can be hired.
Q. What is the designed load bearing
(deck loading) at PSB Jetty?
A. PSB Jetty's
construction complies with a load bearing (deck loading) of 3 tons per square
metre. This is designed to meet the load requirement of a standard
highway bridge.
All equipment,
vehicles with single or combined loads in excess of the permissible load of 90
tons are strictly prohibited from entry to PSB Jetty.
Vessel owners or
agents and all other users are required to request permission from PSB for
one-time access to the jetty for equipment, vehicles or loads in excess of the
90 tons limit. Such requests must be made in writing in advance.
Vessels, their owners
or agents and all other users are required to submit the necessary calculations
to show proof that their equipment, vehicles and loads are within the designed
limit and are safe to travel on PSB Jetty.
PSB reserves the right
to refuse entry to any equipment, vehicles and any cargo in excess of the 90
tons limit.
Q. What is the maximum cargo load that
can be loaded or discharged at PSB jetty?
A. PSB jetty is
designed with a deck loading of 3 tons per square metre, which meets the load
requirement of the standard highway bridge.
PSB has 2 X 45-ton
cranes at its jetty. A crane or cranes of higher lifting capacity can be hired
by prior arrangement. The maximum capacity allowed on the jetty is 2 x 120 tons
truck mounted cranes for combined lift. No crawler type crane is
permitted on the jetty.
Maximum load permitted
for a single load is 50 tons. Any load above the 50 tons limit must be made in
writing in advance to PSB for consideration.
All equipment,
vehicles with single or combined loads in excess of the permissible load of 90
tons are strictly prohibited from entry to PSB Jetty.
Vessel owners or
agents and all other users are required to request permission from PSB for
one-time access to the jetty for equipment, vehicles or loads in excess of the
90 tons limit. Such requests must be made in writing in advance.
Vessels, their owners
or agents and all other users are required to submit the necessary calculations

Q. Is there a height restriction for
cargo allowed to be discharged or loaded at PSB Jetty?
A. Yes. This
applies to cargo meant for locations other than PSB premises because of the
overhead cables and bridges on the public roads.
Q. Does PSB allow temporary storage of
cargoes at its jetty or warehouse?
A. No. All cargo
discharged from a vessel shall be removed immediately from the jetty.
Vehicle with cargo for loading onto a vessel shall wait at the marshalling yard
and will only be permitted to proceed to the jetty when the vessel is ready to
receive the cargo.
Q. Can a work barge with anchor racks
protruding over the sides be allowed to berth at PSB jetty?
A. Yes, provided the
protrusion is no greater than 2.5 metres. PSB shall provide Yokohama
fenders (Diameter 3.5 metres) along the jetty for protection against damage to
the supporting piles.
Q. Can dangerous cargo like explosives
and radioactive sources be temporarily stored at PSB?
A. Explosives are not
permitted to be stored or remain at PSB premises at any time. Explosives
can only be brought onto PSB premises for loading onto a vessel one hour prior
to the vessel’s scheduled departure. Explosives discharged from a vessel
shall be removed from the jetty and PSB premises immediately upon completion of
discharged.
Radioactive sources may be permitted to be temporarily stored at the Bomb Pit
located in the marshalling yard. The responsibility for the safe storage
of the radioactive source rests with its owner.
Q. Is fumigation permitted at PSB
jetty?
A. Fumigation may be
carried out whilst a vessel is alongside PSB Jetty but written approval and
permission from PSB is required.
Q. Are private vehicles permitted to
enter the jetty?
A. It is strictly
prohibited for private vehicles to enter the jetty except when they are
carrying heavy items for loading onto a vessel and for crew / passenger with
heavy baggage using the jetty as an embarkation or disembarkation point.
Drivers of private
vehicles permitted onto the jetty shall ensure that they do not park their
vehicle in any restricted area or loading zones for any longer period than
necessary to load or discharge cargo or drop off or take on passengers and
crew.
Q. Can a vessel carry out tank
cleaning whilst alongside PSB jetty?
A. Cleaning of a
vessel’s tanks whilst alongside PSB Jetty is strictly prohibited.
Q. Can a vessel transfer fuel and/or
hazardous substances whilst alongside PSB jetty?
A. Any form of
transfer of fuel or hazardous substance, be it from tank to tank onboard the
vessel or from vessel to vessel whilst the vessel is alongside PSB Jetty, is
strictly prohibited.
Q. Can I anchor in the vicinity of PSB
jetty to await entry to the jetty?
A. All vessels, boats,
barges or other watercraft of any kind are strictly prohibited to anchor in the
turning area or channel to PSB or otherwise obstruct navigation, except in
cases of actual emergency.
Vessel can anchor at
the designated anchorage at the entrance of Fairway Buoy which is approximately
5 nautical miles from PSB.
Q. Is there any speed
limit impose on a vessel entering PSB?
A. Yes. In view
of the fish farms and PTT Oil Terminal, all vessels or other watercraft shall
proceed at a speed consistent with safe navigation and which will not endanger
other vessels or structures or cause any wake damage.
